Perhaps the strongest manifestation of this movement was the inauguration of the Danish West Indian Company by the East Asiatic Company and the building of the three steam ships S/S St. Croix, St. Jan and St. Thomas to boost the trade between Denmark and the colonies.
But even in a smaller scale there was a willingness to support activities that could increase the interest in the colonies.

 U.S Virgin Islands - Danish West Indies (1798-1842)
As most of the paintings are of ships either in Danish/Norwegian waters, or of ships depicted in ports elsewhere in Europe, it does not appear correct to say that this was a flag used by the Danish in the West Indies.
He points out that the flag is usually shown flying on the foretopmast of the ships and that is does not fly at the stern as an ensign.
It would be very interesting to know the name of the ship, the location, the date the painting was made, the artist, etc. so that the flag can by analyzed further.

In 1816 a new currency, DANSK AMERIKANSK MØNT (Danish American Coin) was introduced; in 1859 it was replaced by the DALERE, which was on par with the US Dollar.
In 1839 compulsory elementary schooling for both free and slave children had been decreed, although it's emplementation was not immediate.
In 1855, the first stamps of Danish West India were issued.

As Sy points out, examples can be found ranging from only thickening in part of the watermark (1) to clear doubling with most lines occuring twice (5).

From 1671 to 1754, the West India and Guinea Company was in charge of the central administration of the colony.
During the First World War, the islands were sold to the United States.
The Danish National Business Archives in Aarhus hold, among a few other archives, material from the Danish West Indian Plantation Company, 1903-1927, the St. Croix Sugar Factory, 1872-1929, and the West India Company, 1902-1983.

To ensure optimal storage conditions, the Danish National Archives have recently begun to remove photographs and the like from the archives of private individuals and institutions and to place them in the Private Archives’ Prints and Photographs Collection, where they are grouped according to the private archives from which they were taken.
The list is hardly exhaustive and, very possibly, many other such archives could also be of relevance to West Indian history.
