 European Monetary Union
A monetary union will equip the European Union to extend economic and political stability to Central and Eastern Europe, a region in which the United States would otherwise be called upon to play a greater role.
First, to be successful, the members of the monetary union will have to tackle a number of economic reforms, labor market reforms, deregulation, privatization, and further fiscal consolidation.
Instability stemming from the formation of the monetary union itself, the continuing effects of the Asian financial crisis and a new currency or financial crisis, perhaps in the neighborhood of the EU, such as in Central or Eastern Europe, could require that emergency operations and international coordination be undertaken.

The models for the execution of foreign exchange operations are broadly analogous to those for domestic monetary operations: a centralized model in which the ECB carries out interventions from one single dealing room, and a decentralized system in which NCBs receive instructions from the ECB and undertake the actual interventions in their home markets.

Euro, Italy, European monetary union - Money Week
It might get messy any country leaving the euro would see a good deal of instability (and probably rocketing interest rates) but there are plenty of examples of 'permanent' currency unions breaking up (such as the Latin Monetary Union of 1865-1927, which brought together France, Belgium, Switzerland, Italy and later Greece).
The chief problem is that the one-size-fits-all monetary straitjacket the euro imposes together with the stability and growth pact are not able to take account of individual countries' economic difficulties.
In theory, there isn't a process in place: European monetary union was supposed to be permanent and irrevocable.

EVEN as the 15-member European Union has been finding it hard to achieve economic and monetary union (EMU) with several teething troubles dogging it, the International Monetary Fund(IMF) has cast doubts over the grand proposal of a Monetary Union in West Africa (ECOWAS) to be accomplished by 2004.
The IMF economists said that though the project has been described in some detail it is not clear how the list of planned policy measures could be reconciled with the timetable of a monetary union of the non-WAEMU countries (the second monetary union) by 2003 and overall monetary union by 2004.

In this `two-level' policy process (the separation of activities toward political union and toward monetary union) monetary union is being pursued in a highly elitist fashion by financial technicians, central bankers and their international political cohorts.
Furthermore, EMU remains a fragile prospect because it rests on decisions to pursue monetary union prior to having in place a strong unified political union to give it necessary support and establish the rules of the game.
Although almost all these economic questions are historic issues, they don't directly appear in the initial narrative on historic monetary unions because of its focus on the necessity of prior political union.
